Panzer Dragoon Saga was developed by Team Andromeda at Sega-AM2 and published by Sega for the Sega Saturn. It was the third installment in the Panzer Dragoon franchise, following the arcade original and the 1995 on-rails shooter for Saturn.

The game was released in Japan on January 30, 1998, in North America on May 1, 1998, and in Europe later that year. It marked a significant departure from its predecessors by shifting from an on-rails shooter to a traditional turn-based role-playing game, though it retained the series' iconic dragon-riding protagonist and visual style.
