Castlevania: Harmony of Dissonance was developed by Konami Computer Entertainment Kobe (KCEK) and published by Konami for the Game Boy Advance. The game was directed by Koji Igarashi, who had become the creative force behind the Castlevania franchise following the success of Symphony of the Night on PlayStation.

The game was released in Japan on March 21, 2002, followed by a North American release on June 24, 2002, and a European release later that year. It arrived during the Game Boy Advance's critical period of establishing itself as a legitimate platform for complex, console-quality games.
